I wouldn't say it's the cheapest country to travel to or live in, but it certainly is one of the cheapest. I thought there was a few other places that were a bit cheaper, but I forget. It might have been Thailand, but I may be wrong on that.

It's definitely not the cheapest country to live in or travel to. Your plane ticket depends on where you live so I don't see how that would be a universal thing. The title mentions that this is just for Indians. I'm sure and Indian nationals traveling to their neighboring countries would be significantly cheaper than flying to Vietnam.

I live in the states, so it'd probably cost me a bit to get out there. Which I have accepted. It's really never cheap to travel most places via plane anyway. But if you're closer to Vietnam, it's of course going to be a lot cheaper to travel there.
