My last visit to Philippines didn't feel safe at all. Especially during night time and there are so many beggars. Vietnam trumps the Philippines in every possible way. I think they are similar but different enough to warrant people going to both to experience those differences or finding themselves with preferences for one over the other. I have a friend who has been to Vietnam twice and has been to the Philippines almost 10 times.
